1. Publication reference: EuropeAid/121082/D/SV/BZ
2. Procedure: International restricted tender.
3. Programme: European Development Fund (9th EDF).
4. Financing: National Indicative Programme, 9th EDF, The award of the
contract is subject to the signature of the corresponding financing
agreement.
5. Contracting authority: National Authorising Officer of the European
Development fund in Belize.
Contract specification
6. Nature of contract: Fee-based service contract.
7. Contract description: The contract consists of the provision of the
Project Coordination and Management Unit (PCMU), for a sound management
and implementation of the Belize Rural Development Programme (BRDP). The
overall objective of the BRDP, of which this contract will be a part, is
to support sustainable economic growth of Belizean rural areas. The PCMU
will assume an administrative and financial role, and coordinate the
project's implementation at community, district and national level with
the various line Ministries and donor agencies. The main result to be
achieved by the PCMU is that the project is properly managed and
coordinated.
8. Numbers and titles of lots: One lot: provision of the Project
Coordination and Management Unit (PCMU) of the Belize Rural Development
Programme (BRDP).
9. Maximum budget: EUR 1 300 000.
10. Scope for additional services: None.
Conditions of participation
11. Eligibility: Participation is open on equal terms to all natural and
legal persons (companies or firms or public or semi-public agencies,
cooperative societies and other legal persons governed by public or
private law, joint ventures or grouping of companies or firms) of the EU
Member States that have contributed to 9th EDF and/or the ACP States that
are signatories of the Cotonou Agreement.
The following EU Member States are excluded from the contracts under the
9th EDF: Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland,
Czech Republic, Slovakia and Slovenia.
The nationality rule also applies to the experts proposed by service
providers taking part in tender procedures or service contract financed
by the Community.
12. Candidature: All eligible natural and legal persons (as per item 11
above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally established grouping or a
grouping which has been constituted informally for a specific tender
procedure. All members of a consortium (i.e., the leader and all other
partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per item
11) will result in the automatic exclusion of that person. In particular,
if that ineligible person belongs to a consortium, the whole consortium
will be excluded.
13. Number of applications: No more than one application can be
submitted by a natural or legal person (including legal persons within
the same legal group) whatever the form of participation (as an
individual legal entity or as leader or partner of a consortium
submitting an application). In the event that a natural or legal person
(including legal persons within the same legal group) submits more than
one application, all applications in which that person (and legal persons
within the same legal group), has participated will be excluded.
14. Shortlist alliances prohibited: Any tenders received from tenderers
comprising firms other than those mentioned in the shortlisted
application forms will be excluded from this restricted tender procedure.
Shortlisted candidates may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: As part of the application form, candidates
must submit a statement to the effect that they are not in any of the
exclusion situations listed in Section 2.3.3 of the Practical Guide to
contract procedures financed from the 9th EDF (available from the
following Internet address: http://europa.eu.int/comm/europeaid/
index_en.htm).
16. Subcontracting: Subcontracting will not be allowed.
17. Number of candidates to be shortlisted: On the basis of the
applications received, at least 4 and at most 8 candidates will be
invited to submit detailed tenders for this contract.
Provisional timetable
18. Provisional date of invitation to tender: August 2005.
19. Provisional commencement date of the contract: October 2005.
20. Initial period of execution and possible extension of the contract:
48 months. No extension is foreseen.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. In the case of applications submitted by a consortium,
these selection criteria will be applied to the consortium as a whole:
1) Economic and financial standing of candidate (based on item 3 of the
application form):
a) total annual turnover of candidate(s) must exceed 3 times the maximum
budget of the contract.
2) Professional capacity of candidate (based on items 4 and 5 of the
application form):
a) at least 20 % of all permanent staff working for candidates currently
work in fields related to this contract, namely programme management;
enterprise development; local economic development; public sector
institutional development; financial management; procurement; monitoring
and evaluation.
3) Technical capacity of candidate (based on items 5 and 6 of the
application form):
a) the candidate(s) have (all) worked successfully on at least one major
project in fields related to this contract in the past three years;
b) the fields of specialisation of the candidate should be consistent
with the nature of the project;
c) the candidate must have experience in Rural Development in ACP
countries.
If more than 8 eligible candidates meet the above selection criteria, the
relative strengths and weaknesses of the applications of these candidates
must be re-examined to identify the 8 best applications for the tender
procedure. The only factors which will be taken into consideration during
this re-examination are:
1) Ability to provide the qualified expert and to provide support needed
(based on items 4 and 5 of the application form);
2) Experience in the management of Project Management Unit (based on item
6 of the application form);
3) Experience in Rural Development (based on item 6 of the application
form);
4) General experience in ACP countries (based on item 6 of the
application form).
22. Award criteria: As specified in the tender dossier annexed to the
letter of invitation to tender that will be sent to shortlisted
candidates.
Application
23. Deadline for receipt of applications: 8.8.2005 (16.00), Belizean
time.
Any application received after this deadline will not be considered.
24. Application format and details to be provided: Applications must be
submitted using the standard application form (available from the

fully recognise and accept that if we participate in spite of being in
any of the conflict situations listed above, we may be excluded from
tender procedures and contracts.

Any application which does not observe these provisions will be
automatically eliminated. Any additional documentation (brochure, letter,
etc.) sent with an application will not be taken into consideration.
25. How applications may be submitted: Applications must be submitted in
English exclusively to the contracting authority:

The contract title and the publication reference (see item 1 above) must
