For technical assistance to the South Pacific Applied Geoscience
Commission (SOPAC)
Notice inviting applications
1. Awarding authority: SOPAC is an independent, intergovernmental,
regional organization that assists developing island member countries
work towards achieving sustainable economic and social development by
addressing their resource needs, and improving security access to
livelihood opportunities and risk reduction.
2(a) Award procedures: Open invitation from individuals to the four
positions advertised.
Applications should contain the applicant's curriculum vitae, present and
permanent address, telephone and fax numbers and e-mail and details of
the applicant's motivation for applying for the position and other
information that the applicant considers appropriate, including when
he/she is available to assume duties. It shall also include details
(including contract addresses and telephone numbers) of at least 3
references.
(b) Type of contract: SOPAC services contracts. Salary and conditions of
services will be in accordance with Council of Regional Organizations in
the Pacific standard rates.
3(a) Location of performance of the contract: Headquartered in Suva,
Fiji Islands, with significant duty travel to all Pacific ACP States.
(b) Description of services: The four technical advisors will support
the SOPAC / EU project "Reducing vulnerability of Pacific ACP States".
The project is being implemented by SOPAC and is funded by the European
Union from the 8th and 9th European development fund Pacific regional
indicative programmes. The goal is to address vulnerability reduction
through the development of an integrated planning and management system
in the following Pacific ACP countries; Cook Islands, Federated States of
Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea,
Republic of Marshall Island, Samoa, Solomon Islands, Kingdom of Tonga,
Tuvalu, and Vanuatu. The project is focusing on three key areas within
island systems: hazard mitigation and risk assessment; aggregates for
construction; and water resources, supply and sanitation.
The primary responsability of the four technical advisors is to assist
the incumbent specialist and ensure the smooth implementation of the
project.
4. Expected time for commencement of services: 15 February 2004.
5. Legal form for competitors: Only nationals of EU/ACP Member States
that are signatories of the 8th and 9th EDF.

(c) Minimum qualifications: To be considered to be eligible, candidates
must have the following minimum qualifications: environmentalist science
or environmental engineering graduates (masters preferred) and a minimum
of 5 years relevant work experience including time in small island
developing States, preferably from within the Pacific.
Candidates should possess proven technical and field expertise for all
scientific positions and display a proactive and flexible approach within
a multidisciplinary team environment to meeting project objectives and
identifying innovative strategies. Strong project and human resource
management skills are desirable and all positions will be expected to
carry out some training of member country nationals and skills transfer
to ensure successful project implementation. Good communication skills
and fluency in written and oral English are essential, as is a high level
of competency in the use of all common software packages.
All candidates should display a high degree of gender awareness and
cultural sensitivity, and will be required to travel extensively
throughout the region that has many health hazards such as malaria,
dengue fever, non-potable water supplies and poor sanitary facilities.
(d) Terms of appointment: All four positions will be for three years,
with a possible extension of a further 12 months.
6. Status: Subject to EDF9 financing approval.
